Safety evaluation of urban underground utility tunnel with the grey clustering method based on the whole life cycle theory

The construction of urban underground utility tunnel is a complicated process. With the rapid development urbanization in China, safety problem becoming more and prominent. To evaluate tunnel, this study proposed an evaluation model based on whole life cycle theory. Firstly, combining with characteristics period was divided into four phases: preliminary planning, design, operation maintenance. Through literature analysis expert investigation method, 26 indices were selected, index system established; Secondly, entropy weight method used to determine each index; Thirdly, order security cycle, grey clustering constructed. Finally, case conducted explain application verify validity model, results indicated that could provide new way state project.
